THE NORTHERN Secretary, Sir Patrick Mayhew, announced yesterday a review of the RUC use of plastic bullets and outlined the terms of reference for the independent inquiry on marches.

Sir Patrick said that, as part of this year's formal inspection, he has asked the Inspector of Constabulary to review the RUC's handling of public order situations. This would include the use of plastic bullets.

"That review will take account of the disorders associated with recent marches, including the need to ensure adequate protection of RUC officers faced with determined assaults and petrol bombs."

Sir Patrick said he expected the independent review of marches to make its recommendations by the end of January next year.

Outlining the terms of reference, Sir Patrick said the body would hear evidence from any "interested party" following the events at Drumcree review the current legal provisions, the powers and responsibilities of the RUC and his own position consider the possible need for a new body to determine whether the marches should take place and whether the organisers and marchers should abide by a code of practice.
