Rank and file Gardaí who make complaints about bullying should not be victimised by Garda management, it was claimed tonight.
Gardai in the Clare division have submitted a motion on the issue to the annual conference of the Garda Representative Association (GRA), which begins in Tralee tomorrow.
The conference, which will be attended by representatives from every Garda division in the country, will also call on Justice Minister Michael McDowell to address the 'clear lack of management and leadership' in An Garda Síochána shown by the first report of the Morris Tribunal.
The tribunal, which is investigating Garda corruption in the Donegal Division in the 1990s, found that senior management were guilty of gross negligence by allowing officers to make a series of hoax explosives finds.
Other motions at the GRA conference include a demand for a second Garda medical officer to deal with backlog of members who have been injured on duty and are waiting for up to two years.
Gardai are to express frustration with the outdated radio communication system by calling on all members to refrain from using mobile phones on duty. They also want to see the PULSE computer system replaced immediately with a more efficient model.
Delegates will debate 42 motions in total at the two-day GRA conference.
