The Government's proposals for developing a fair and inclusive society, outlined to the social partners yesterday, include the following:

SOCIAL WELFARE: Progress to be made towards achieving minimum social welfare payments of €150 a week, in 2002 terms, by 2007. Examination of community employment scheme and similar programmes to get best results.

HOUSING AND HOMELESSNESS: New initiative to provide affordable housing, as already negotiated in the pay talks, and continued action to tackle homelessness.

PENSIONS: Introduction of low-cost pension products, known as Personal Retirement Savings Accounts, in 2003.

FAMILY: Establishment of a family support agency as a "key vehicle" in provision of supports for family life and well-being. Commencement of a national longitudinal study of children to monitor changes in family life.

EQUALITY: New approaches to promote tolerance and understanding between the settled and Travelling communities to be considered. Strategy to improve participation and achievement of Travellers at every level of education. National action plan against racism to be published by end of 2003. Anti-racism intercultural programme at every level of education.

CARE: Variety of different models to increase supply of childcare to be fostered. County childcare committees to identify local need for childcare and assist in development of services.

HEALTHCARE: Strategic framework for addressing healthcare issues to be provided by National Health Strategy. Health Information and Quality Authority to be established to develop national standards of quality care.
