There should be a statutory quota for the employment of people with disabilities, according to the Rehab Group, following publication of an EU report which found that very few job opportunities existed for people with disabilities. A 1992 survey found that they numbered only 1.28 per cent of those employed in state services, despite 10 years of a voluntary quota of 3 per cent.
Statutory quotas have been successful in countries like France and Germany, both of which have a 6 per cent quota, according to Rehab. Companies pay a levy if they fail to reach the quota.
