I WAS wondering in a recent Southern Report if any local authority would respond to the suggestion by Mr Michael Nugent jnr, an Irish American living in Athlone, that our worsening litter problem was not without the possibility of being solved if certain steps were taken.

Mr Nugent described how a levy on cans and cartons, an advertisement campaign aimed at young people and the use of low security prisoners as street cleaners had marvel Ions results in Boston.
