Responsibility for the atrocities in Kosovo should be borne at "the highest level", the UN High Commissioner for Human Rights, Mrs Mary Robinson, said yesterday.
Asked if President Milosevic should be indicted for war crimes for the activities of his forced in Kosovo, she replied: "Obviously that is a matter for the prosecutor of the International Tribunal, but there is a need to have accountability for gross human rights violations.
"The scale of violations is very serious, as is being alleged in report after report. The same reports are repeated by a significant number of those fleeing from the situation. Ultimately, responsibility must be borne at the highest level."
