United Nations Commissioner for Human Rights Mrs Mary Robinson has warned the Northern Alliance against acts of revenge on the Taliban or abuse of civilians following its recent military successes.

The former President of Ireland warned that the perpetrators of civilian massacres, rapes and retaliatory violence would be brought to justice and said it was time to end the "climate of impunity" in Afghanistan.

Ms Robinson said she was looking to the United States and Britain to ensure the vulnerable people of the war-ravaged country are treated with fairness and dignity.

"Both the Taliban and the Northern Alliance have abused and caused many human rights violations. There is a culture of impunity and a pattern of violence in Afghanistan which has to end," she said.

"I am very concerned, I can say this is a difficult, a very bleak, time for human rights," Mrs Robinson said.
