SECTIONS of the Combined Loyalist Military Command are actively engaged in terrorism, according to the RUC Chief Constable, Mr Ronnie Flanagan.
Mr Flanagan said that since the IRA ended its ceasefire in February, 1996, there has been a continual disintegration of the loyalist ceasefire.
The Chief Constable said he was in no doubt that "constituent parts" of the CLMC had been involved in terrorism.
The CLMC is the umbrella group for all the main loyalist paramilitary groups which called a truce in October, 1994 - the UVF, Red Hand Commando and the UDA/UFF. Though loyalists have been linked to a series of attacks and murders in the last year, the CLMC leadership has never admitted responsibility.
The leader of the Ulster Democratic Party, which is close to the thinking of the UDA/UFF, Mr Gary McMichael said: "I have no evidence to suggest that the CLMC has sanctioned any actions as a breach of their ceasefire."
