Edinburgh - An agreement to form a coalition government in Scotland was signed yesterday as the Scottish Liberal Democrats leader, Mr Jim Wallace, was accused of "surrendering" to Labour. Mr Wallace, Deputy First Minister to Labour's Mr Donald Dewar, rejected claims his party had performed a climbdown on student tuition fees and insisted the deal was a full partnership. But the Scottish National Party leader, Mr Alex Salmond, claimed Mr Wallace had been "bought and sold for a deputy's badge".

Mr Dewar stressed the coalition would be bound by collective responsibility, and Mr Wallace said his party would continue to argue for the scrapping of fees.
