  1. A properly structured, meaningful process of engagement to address all issues - to be chaired by a competent independent person with whatever professional support is necessary.
  2. A publicly transparent review of the proposal as well as the plan to impose an independent private terminal at Dublin Airport presided over by an agreed panel of competent people (or a person) with international experience in the industry.
  3. Retention of the existing dual gateway in its current form.
  4. A guarantee that all elements of Aer Rianta will remain vested in the State on behalf of the Irish people.
  5. Agreement on substantial and practical measures to support the guarantee that no jobs will be lost.
  6. A similar agreement supporting the guarantee in relation to pay and terms of employment going forward.
  7. Agreement on the maintenance of unified negotiating and collective bargaining structures to ensure that standards of pay and terms of employment are not driven down by inter-airport competition or the dominant influence which implementation of theGovernment's proposals would afford the main airlines.
  8. Underwriting pension entitlements going forward.
  9. Agreement, supported by legislation if necessary, to give effect to the Minister's commitment in respect of ongoing trade union involvement in planning the future of the industry and in particular retention of industrial democracy through provision for a number of elected worker directors on the various boards proposed now and in the future.
  10. Development of a coherent contingency plan to support the guarantees outlined in the Minister's statement in the event that his proposals fail.
