Montenegro moved to reduce tension last night after the regime of President Slobodan Milosevic passed crucial changes to the federal constitution that mark the end of Montenegro's equal status with Serbia, Gillian Sandford reports.
An emergency cabinet meeting and session of parliament in the capital, Podgorica, formally rejected the vote of the Belgrade-based federal parliament but pulled back from any concrete moves toward independence which could risk another Balkan war. The changes to the federation's constitution agreed on Thursday took many by surprise.
