Galway City Council has warned it will grant a licence for the proposed Bob Dylan concert at Pearse Stadium only on very strict conditions, with heavy penalties for non-compliance.

Aiken Promotions has been told it must balance the potential economic benefits of the concert with the temporary impact on the residents living in the vicinity of the stadium.

The council has said it would not grant a licence for the event unless the Garda was happy about security and public safety.

The health board and fire services must also be satisfied about emergency services for concert patrons and the local community.

Residents living near Pearse Stadium in Salthill, including recently retired Judge Al O'Dea, say they are still prepared to go as far as the High Court to stop the concert on June 27th, which is expected to attract 25,000 fans.

Although the Glenard Residents' Association has decided not to object as a group to the licence application made by Holohan Leisure on behalf of Aiken Promotions, a letter of objection signed by 90 residents of the Dr Mannix Road and Glenard area has been lodged with Galway City Council.

In a statement Aiken Promotions and Pearse Stadium accepted that large sporting, cultural and music events by their nature led to temporary inconvenience for people living and working in the area concerned.

The statement lists 10 proposals to address the issues which concern residents such as traffic, access and exit routes, sale of alcohol and security.

A traffic management plan has been prepared in consultation with the Garda, and normal match-day traffic and parking restrictions will apply in the Salthill area. The promoters say an enhanced Garda presence will be on duty prior to, during and after the event.
