PDs' response:The Tánaiste and Progressive Democrats leader, Michael McDowell, welcomed the publication of part one of the Moriarty tribunal report, which he said "gives us a unique insight into highly controversial events in Irish political history".
"The report is the result of an enormous amount of painstaking work but it provides us with a significant opportunity to learn lessons from the past," he added.
It underlined why the highest ethical standards must be explicitly stated and adhered to in any democracy. "Since the events described in the report, many significant legislative changes have occurred putting in place a strong set of ethical standards. But the process of ensuring adherence to the highest ethical standards is an ongoing one, to which this Government is fully committed."
The Government would study the report to see if any fresh measures were needed, he said.
