The first of a number of test actions by shooting enthusiasts and gun owners to Garda refusals to issue them with licences for restricted firearms have opened before the High Court.

Three actions being heard by Mr Justice John Hedigan are regarded as important test cases for about 200 similar cases and are supported by the National Association of Regional Game Councils.

The gun owners claim the refusals amount to a fixed policy of not issuing licences for guns that can be legally held.

The first case being heard is by Michael Walls, Dublin, who wants orders quashing refusals in October 2009 by Garda Chief Supt Gerard Phillips, Ballymun, to issue certificates in respect of seven pistols owned by him.

Chief Supt Phillips denies claims of a “fixed policy” and says he was not satisfied Mr Walls had a good reason for requiring the guns.
