MEPs debated a report from the Austrian presidency on the Vienna Summit as Chancellor Klima of Austria prepares to hand over the presidency to German Chancellor Shroeder.
The EU budget for 1999 was signed into law by Parliament President Gil-Robles and there was a heated debate on whether or not to give the European Commission clearance of its management of the 1996 budget.
The other major topic for debate this month was human rights in Europe and throughout the World - this being linked to the President of Parliament's annual Sakharov prize.
