consist of a small executive board and a larger governing council representative of local authority members and managers as well as social partners and the Government.
prepare and implement long-term land use and transport strategies (15 to 20 years), medium-term implementation plans (five to seven years) and short-term action plans (two to three years).
oversee the activities of implementation agencies, including the seven local authorities in the Greater Dublin Area, to ensure that their plans comply with its overall strategy.
promote an integrated public transport network, setting detailed service requirements and standards for all modes of public transport (bus, light rail, metro and suburban rail).
procure bus services principally through tender competitions for franchises in the case of bus services, allocating State support where required and regulating fare levels.
develop a detailed travel demand management strategy, regional parking policy and cycle network as well as strategies to manage the distribution of goods in the region.
In the event of non-compliance by any of the implementation agencies, including public transport providers, the authority will have "step-in" powers to carry out the works itself.
