September 1988:Arthur McElhill, close to his 17th birthday, attends mental health clinic while suffering from depression, and having suicidal tendencies.

October 1988:Attempts suicide.

October 1992:Disturbed by an incident in which the car he was driving was shot at, and his passenger wounded.

September 1993:McElhill is convicted of aggravated burglary and indecent assault on a 17-year-old female.

He is later sentenced to two years, with sentence suspended.

Late 1993:Aged 22, McElhill meets 15-year-old Lorraine McGovern and has "intimate relationship" with her.

August 1994:Daughter Caroline is born.

September 1996:Indecently assaults 17-year-old female.

April 1998:Sentenced to three years for this offence.

August 1999:Released.

September 1999:Caroline registered as potential sex abuse victim, and McElhill classified as at "high risk of committing sexual offences again".

November 2000:McElhill, after notifying PSNI and Probation Service, moves in with Lorraine, daughter Caroline and son Sean, at 4 Lammy Crescent, Omagh.

August 2001:McElhill, after a number of professional assessments, judged as being a "medium risk" offender.

December 2000 to September 2007:No social services involvement with family.

August 2004:McElhill assessed as "low risk" offender, remaining at this level until his death.

July 2007:Teenage friend of Caroline's starts staying with McElhills from time to time.

September 7th, 2007:McElhill is seen by his GP, who prescribes antidepressants for him. He assesses, however, that McElhill does not have suicidal thoughts.

September 11th, 2007:Incident at Lammy Crescent involving mother of teenage child.

September 19th, 2007:Police advise social services of McElhill's criminal record.

September 20th, 2007:Teenage child removed from Lammy Crescent.

October 14th, 2007:Caroline McElhill contacts PSNI in distressed manner about row with her parents.

November 5th, 2007:Social services designated risk manager visits Lammy Crescent. Arthur McElhill appeared to be in good form. Parents describe incident with Caroline as "verbal disagreement and nothing more".

November 6th, 2007:Member of public contacts social services about this dispute.

November 13th, 2007:Fatal fire at Lammy Crescent.
