Britain: The Conservative Party is to press ahead with plans for a ban on Scottish MPs voting on issues which affect only English voters.

The party hopes to force a Commons debate later this month on English votes on English laws, according to yesterday's Observer.

Former chancellor Ken Clarke said: "There is no prospect of backing down on some form of English votes for English questions."

The Tories want to end the practice of Scottish MPs voting on issues such as health and education in England. In Scotland, these matters are decided by the Scottish parliament.
