THE two men who will investigate the prisoner controversy are Mr Sean Cromien, former secretary of the Department of Finance, and Dr Edmond Molloy, an independent consultant who is a director of Advanced Organisation and Management Development Ltd.

A Dubliner, Mr Cromien was a public servant all his working life. He was appointed secretary of the Department of Finance in 1987, where he remained until his retirement in 1994. He was educated at North Brunswick Street CBS and University College Dublin, from which he graduated with first-class honours in economics in 1950.

Mr Cromien spent most of his career in the Department of Finance, which he joined as an administrative officer in 1952, from the Office of Public Works. He was head of the budget and planning division for 10 years. He was chairman of the Institute of Public Administration in 1986 and 1987.

Dr Molloy is a well-known and experienced management consultant. He has been engaged in the Government's Strategic Management Initiative (SMI) for the Civil Service.
