The probation and welfare branch of the union IMPACT has expressed concern about understaffing.
In a statement yesterday, it said that the critical state of the probation and welfare service was the antithesis of balanced Government policy for the management of offenders, running contrary to all official reports of recent years.
"These reports highlighted that community sanctions was the area most in need of development in this jurisdiction's management of offenders."
