The owners of Adare Manor, Co Limerick, have arranged for some of the American bands due to have taken part in a cancelled competition to march in the estate on Sunday.

The manor owners are US businessman Mr Tom Kane and his wife, Judy. Limerick International Band Competition has been cancelled because of the foot-and-mouth crisis.

Speaking from his US home in Florida, Mr Kane said: "These kids saved up all the year to go on this trip to Ireland and now they cannot get their money back and I am endeavouring to save them some of their disappointment."

He added: "Nobody has yet proved to me how cancelling a parade of this kind is going to achieve anything. I think it is all a tempest in a teapot."

Ms Mairead Lavery, of Limerick IFA, said: "We would hope that Mr Kane has taken account of all the recommendations issued by the Department of Agriculture."

A spokesman for Shannon Development, organisers of the annual parade, said seven of the 10 American bands were still due to come to Limerick but it were arranging for them to have a private function at the University of Limerick. Cancelling the parade was a serious matter for tourism, as it brought more than £2 million to the area.

A spokesman for the Adare Manor said five bands due to perform at 11.30 a.m. on Sunday were doing so privately. "If the public turn up we do not see that we can refuse them permission to come and watch."

Earlier Mr Kane issued a statement in which he said he was "appalled at the sense of panic and paranoia evident in Ireland" since his departure to America two weeks ago.

"This observation," he added, "in no way is meant to understate the danger present in the potential spread of foot-and-mouth."
