DEPT OF EDUCATION AND SKILLS
Further Education and Training Awards (Fetac), Higher Education and Award Training Council (Hetac) and the National Qualifications Authority of Ireland (NQAI) to amalgamate
Vocational Education Committees to be reduced from 33 to 16
Irish Research Council for Science, Engineering and Technology, Irish Research and the Council for the Humanities and Social Science to be merged consolidated single council under HEA.
DEPT OF JOBS, ENTERPRISE AND INNOVATION
Competition Authority and the National Consumer Agency to be merged. Primary legislation required.
Labour Court, Labour Relations Commission, National Employments Rights Authority, Employment Appeals Tribunal, Equality Tribunal: to be rationalised into a single agency.
Forfás – establish the scope to merge Forfás into the Department
City and county enterprise boards – to be reviewed
DEPT OF ENVIRONMENT, COMMUNITY AND LOCAL GOVERNMENT
Local Government Management Service Board and the Local Government Computer Services Board to be merged into local Government Management Agency.
Limerick Northside Regeneration Agency and Limerick Southside Regeneration Agency to be merged into Limerick Local Authorities
An Comhairle Leabharlanna to be subsumed into existing body
Dormant Accounts Board to be discontinued

Commission on Public Service Appointments (CPSA) to be merged with Ombudsman's Office
DEPARTMENT OF HEALTH
National Council for Professional Development and Nursing Midwifery to be merged into An Bord Altranais
Opticians Board to be merged into Health and Social Care Professionals Council
National Cancer Registry Board to be merged into the HSE
DEPT OF JUSTICE AND EQUALITY
Equality Authority and the Human Rights Commission to be merged into a new Human Rights & Equality Commission
Dublin Regional Tourism Authority to be reviewed with possibility of function merger with Fáilte Ireland

Civil Defence Board – merge into Department
DEPARTMENT OF COMMUNICATIONS, ENERGY AND NATURAL RESOURCES
Digital Hub Development Authority to be merged with Enterprise Ireland/IDA
DEPARTMENT OF ARTS HERITAGE AND THE GAELTACHT
Irish Museum of Modern Art – Crawford Gallery and the National Gallery of Ireland to be combined while retaining separate identities.
National Archives and the Irish Manuscripts Commission to be merged into the National Library while retaining separate identities
An Coimisinéir Teanga/Language Commissioner – Merge functions with the office of the Ombudsman. To be progressed in the context of the ongoing review of the Official Languages Act 2003.
National Library/National Museum – Department to examine the issue of shared services and the board structure of both bodies

National Roads Authority to be merged with the Railway Procurement Agency
Irish Aviation Authority/Commission for Aviation Regulation to be merged
Irish Sports Council and National Sports Campus Development Authority - Legislation to be published in 2012 to enable the merger of NSDCA with the Irish Sports Council in 2013
Shannon Development (Tourism) - Review of Role of Shannon Development (Tourism) and possible merger of functions.
DEPARTMENT OF CHILDREN AND YOUTH AFFAIRS
Ombudsman for Children – Merge back-office functions of the Office of the Ombudsman for Children into the Ombudsman/Information Commissioner's Office
Family Support Agency - Merge Family Support Agency into new Child and Family support Agency by 2013. The Family Mediation Service element has transferred into the Legal Aid Board
National Education and Welfare Board - Review role of NE&NB in the context of the establishment of the new Child and Family Support Agency
