Podgorica - Yugoslav military commanders in Montenegro pledged yesterday not to provoke any "incidents" there but said they would "firmly react" to any perceived threat. The statement follows rising tension between the Yugoslav army and Montenegro, Serbia's junior partner in the Yugoslav federation. Montenegro has tried to distance itself from Yugoslav President Slobodan Milosevic.

NATO's military chief, Gen Wesley Clark, said on Wednesday that in Montenegro "a clear pattern is emerging that we have seen before in the Balkans as Mr Milosevic sets the stage to be able to take military actions".
