Madam, - In the context of providing Irish aid to Africa, Hans Zomer of Dóchas (December 14th) queries whether Ireland would have make better use of the billions received from the EU if this had been administered by EU-appointed managers rather than by our own Government. For many people, the answer would have been a definite Yes. The delays might have been shorter, the cost overruns lower and the herd of white elephants smaller. - Yours, etc,
