Sir - Harry Whelehan makes a strong case for cabinet confidentiality (The Irish Times, October 23rd). As might be expected, however, his case is a legal one. The problem is that, as explained by Garret FitzGerald the matter is essentially political and the better solution will inevitably be politically realistic.
