Sir, - I read with interest your front page story of October 21st about falling numbers in the Civil Service. It did not come as any great surprise. Low pay, as well as a long period before reaching the top of the scale (10 years in the case of a clerical officer), is a certain disincentive. Add to that the slow rate of promotion. One sometimes must wait years, although qualified for advancement.
This drain could be arrested by the obvious - better pay and conditions. Matters could also be improved by affording officers beyond retirement age, the opportunity of extending their tenure. Retired officers could also be encouraged to return on a part-time/job-sharing basis.
Recently, the Tanaiste stated she was examining ways of encouraging retired people to return to work. I feel sure many would welcome the opportunity. - Yours, etc.,
