Sir, – It is quite clear to me that by far the fairest way to raise tax on property is to simply apply a levy to the utilities,  water/ sewage,  oil,  gas and electricity.

The larger the property or the more persons using it,  the higher the take.  This course is environmentally progressive as well as causing a great increase in employment in the weakest sector,  construction,  in the installation of meters and more insulation.  The very worst system of all is to have any degree of local control like with the old rates.  That would leave us with 26 little Greeces, with for example a SF controlled local authority pushing up the rate, so as to employ more  and more of their voters at a higher and higher wage rate. – Yours, etc,
