The EC Commission's jurisdiction in the matter of state aids does not come from the Council of Ministers. Were he to take the trouble to read the EC Treaty (Articles 92 to 94, now re-numbered 88 to 90), he would see that this jurisdiction is treaty-based. Ireland signed up to this in 1972. - Yours, etc.,
