Sir, - The peace process has become more an appeasement process. An "armed peace" is no peace at all. A peace process means designing a system that is inclusive of all constitutional political parties where the participants are backed by arguments not by arms. In an open society of pluralist people with a pluralist parliament, then peace is where no group is trying to impose its views on others. A constitutional political party obeys a Constitution such as ours, which states in article 15.6.2 that only the State can maintain an army and no one else for any reason whatsoever. Dialogue cannot take place without decommissioning. - Yours, etc.,
Noel Flannery, Oldfield, Limerick.
