Sir, - As the spokesperson for Kosova Information Centre in London, quoted by Justin Kilcullen in your edition of April 7th, I would like to endorse his assertion that the ethnically cleansed from my country should have the primary voice in deciding whether they remain on its borders or are taken to distant countries.

I must, however, strongly disagree with Mr Kilcullen's analysis of the current political and military situation. In particular, I reject his statement that "any offer of a ceasefire, however sceptical about it we might be, must be pursued". It is naive to believe that Milosevic will mean what he says after a decade of breaking every promise he has made. Milosevic must fulfil all legitimate conditions demanded by NATO, including the withdrawal of Serbian troops from my country, a condition Mr Kilcullen, to my astonishment, fails to mention.

He rightly refers to the need to listen to the voice of the Kosovars. In that case, let me tell Mr Kilcullen that the vast majority of our people believe that Milosevic's current "peace proposals" are a further dishonest ploy in his continued campaign to ethnically cleanse all Albanians from Kosova.
