Madam, - I have a mildly eccentric suggestion to make. Because of the vibrant economy and the presumed benefits (doubtful in my opinion) of an early exposure to the work ethic, young people have lots of disposable cash. There is a connection between cash in hand and overdrinking. Would it be a good idea for the State to develop an investment plan (with incentives as in the SSIA) for these children, so that a significant percentage of their wages would be deducted at source (no opt-outs) to be collected at a more mature age - say, 25? - Yours, etc,
