Dogs and public safety

Sir, – The recent death of a swan in Carrigaline following a dog attack is terribly sad but not surprising. I walk my dog, on a lead, along the seafront in Clontarf and constantly see owners let their dogs run rampant without a second thought to the safety of their dogs or of others.

Any owner who believes their dog is under their control when off the lead is very much mistaken. A dog is an animal with ancient instincts that can kick in when they are startled, excited, frightened or threatened. I have seen them scare young children, jump up on elderly people, attack joggers, run in front of cyclists and foul the path, with their owners, seemingly oblivious, 200 yards ahead.

It should not take the law for people to take responsibility for their dogs’ behaviour in public; however, until this happens, a law is the only thing that will protect other animals, birds and people who use and enjoy our wonderful parks and other recreational places. – Yours, etc,
