Madam, - I have just come back from a walk in my local park, where I met about 15 people walking their dogs. Only one of them (a woman, naturally) had a "pooper-scooper" with her and her dog was one of the few on a lead. At least four of the other "pet-lovers" looked away while their animals fouled near the pathway.
The law is plainly not being applied to these disease-mongers. Surely, on the basis of the polluter paying, it is time to impose a large tax on dog and cat owners. After all, I will be taxed on my chewing gum, which I always dispose of properly, and I have yet to hear of a child getting an infection from gum-spots on pavements, - Yours, etc.,
