ETHICS IN PUBLIC LIFE

Sir, - Cynicism about political and religious leadership in Irish society is reaching alarming levels and unless confidence is restored we will see a gradual breakdown in society as we know it over the next decade. When Mary Robinson steps down from her position in the United Nations we should invite her back to Ireland to lead a "Forum on Ethics in Public Life".

Political apathy has never been higher. New scandals continue to emerge at the tribunals. A list of Ansbacher names is about to be published and the ordinary citizen feels powerless and helpless.

Let us not judge the majority by the misbehaviour of a minority. Despite the present atmosphere of doubt and mistrust most leaders are carrying out their duties as best they can, true to their chosen calling, profession or vocation.

We will start to restore confidence in our political, religious and civic leaders when their conduct is seen to be above question and whiter than white. Every potential TD and every potential holder of public office, lay or clerical, needs to sign a code of conduct and agree to a code of ethics.

The "Robinson forum" could hold hearings in different parts of the country and visit communities forgotten by the system. Everybody should be be involved in a process that sets the minimum standards we expect from our leaders. Political, religious and civic leaders should be asked to appear before the forum and they should be open to questioning by ordinary citizens.

It is clear that this needs to come from below rather than above. If we lose faith in our leadership, how long before the system will start to disintegrate and crime and corruption become the order of the day? Our Society is facing crisis. We must act urgently - Yours, etc.,
