Sir, - It is agreeable to read in The Irish Times (September 25th) that a simple arrangement between Trocaire and An Post has been conceived (called TAP Card) by which poor people of the Third World can be helped, without much ado or expense to us.
A thought occurs to me. Could it be arranged, perhaps through the mediation of Trocaire, that one of the Third World countries - any of them - would agree to provide a seminar or series of lectures available to an agreed number of participants from An Post management? Topic would be the technique of getting envelopes into the right letter boxes, at the right time and with moral certainty of regularity.
The postal authorities - certainly in the Dublin area - had brought this operation to near perfection once; but for some reason, An Post lost this competence some years ago and never found it again. And one would be disposed, I suggest, to regard this clearly definable operation as central to the mission of An Post. - Yours, etc.,
