Sir ,– I see that retired president of the Circuit Court Matthew Deery has found, regarding the Garda penalty points process, that "there has been substantial compliance with the fixed charge processing system policy and procedures manual" ("Penalty points review raises concerns over undelivered notices", January 28th).
There is perhaps enough evidence to show that the Irish banking sector was also in a state of “substantial compliance” prior to 2008.
