Sir, - I read with interest your coverage of the latest Bacon report on insurance costs. I am not competent to comment one way or the other on its findings, but there is no doubt whatsoever that one of the major factors contributing to high costs of insurance is the level of drivers who hold no insurance. Many offenders have never had insurance in their lives.

I believe that if the State was serious in addressing this matter it would impose draconian penalties. I mean a ban of 10 years for having no insurance and for persistent offenders a lifetime ban.

The strange thing is no figures are ever produced for the percentage of those driving without insurance. I wonder why! - Yours, etc.,
