Madam, - John O'Shea (July 8th) believes that Irish aid to Uganda, which is channelled through the Ugandan government and therefore is collaboration between the Department of Foreign Affairs Development Aid Section and the Ugandan government, is "madness".

Having visited Uganda I have satisfied myself that the Irish aid has been well used and is accounted for. There is no hope for Africa unless we work in collaboration with the local governments. John O'Shea seems to want a new form of colonialism by NGOs where NGOs work independently of the government. This won't work. - Yours, etc,
