A careful study of Kevin O'Higgins's career would show that his major concern in his brief career as Minister for Justice was to replace military justice with civilian justice, subordinate the military to civilian authority, and inhibit private armies within the constitutional democracy that he helped create in Ireland. - Yours, etc.,
