Sir, - It is no surprise that loyalist killings of innocent nationalists continues, as the tactic has been seen to work. The caving in by the two Governments to loyalist terror and unionist threats, as evidenced in the one-sided "Heads of Agreement" document, was an open invitation to the death squads: more killings means more concessions. It is deeply regrettable that the SDLP and a Fianna Fail Government should have failed to stand up to this traditional Orange route to supremacy. - Yours, etc.,
