NO LICENCE, NO PENALTY POINTS?

Sir, - As an advocate of stringent traffic laws I was delighted to read an article in the Motors supplement featuring the announcement by the Minister for Transport, Mr Brennan, that he would introduce the driver penalty points system beginning this October. This article listed the top ten offences and the number of penalty points each will incur.

However, one item left me rather perplexed. It indicates those caught "driving without a licence" will get two penalty points on their licence. I'm not sure how the Minister expects to accomplish this, since I imagine it would be similar to handcuffing an armless criminal. - Yours, etc.,
