Sir, - According to your editorial "Humanitarian Gesture" (July 22nd), the promise made by the Israeli Prime Minister to the President of Egypt to ease the closure of Palestinian areas was reversed. In fact, the decision was not reversed but rather delayed by one day, due to the kidnapping of an Arab resident of Jerusalem, Abed Al Salim Hirbaun by the Palestinian Security Services.

With the release of Mr. Hirbaun, the easing of the closure has been carried out and as of now, more than 32,000 Palestinians are allowed to work in Israel. I would like to stress that restrictions on Palestinians working in Israel are based totally on security considerations. - Yours, etc.,
