Sir, - It would be amusing if it were not so serious. In your issue of November 29th ("State Joins Partnership for Peace on Budget Day") your correspondent in Brussels, Patrick Smyth, informs us the PfP framework agreement binds the partners to support democratic values.
In view of our Government's failure to deliver the promised referendum to the people on this issue, does this mean that our PfP partners can expel us before we join; or is the understanding of "Democratic Values" somehow qualified? - Yours, etc.,
