Sir, - Pope John Paul's visit to Cuba next January will seriously embarrass the US Government. It is thought that some two million Americans would like to visit Cuba to greet the Pontiff.

Under the terms of the US trade embargo, all Americans are prohibited from travelling to Cuba. Article 13 of the Universal Declaration of Human Rights says that everyone has the right to leave his country and to return to his country. Mary Robinson, the new UN High Commissioner for Human Rights, will, no doubt, remind Mr Clinton of his obligations. - Yours, etc.,
