Sir, - In the "Saturday Profile" (April 27th) featuring John Fitzgerald, Dublin City Manager elect, Frank McDonald writes of the "largely powerless elected councillors". This is not strictly true. They have quite considerable power, particularly under Section 4, but for some reason they have got out of the way of exercising it. In fact, it often appears that they are unaware of their real powers. - Yours, etc.
