A chara, - Susan Rowe writes (August 14th) that it is only by drivers changing their attitude that we will see a reduction in road deaths and that the Government is not responsible for their individual behaviour. Did drink driving really become socially unacceptable because drivers suddenly decided to change their attitude? Was it not in response to the Government's drink driving campaign and the increased number of road checks?

Yesterday evening I was fined and reprimanded for driving at 60 mph in a 40 mph zone. Onthe-spot fines and speed cameras have replaced the laissez faire attitude of the past. Is this novel approach of law enforcement not an acknowledgment of the Government's responsibility? It goes without saying that individuals are responsible for their behaviour but the Government's "attitude" greatly influences their behaviour on the roads.
