Sir, – It is decades since we altered rubbish collection from a local authority function to a pay-as-you-go service. I find it difficult to imagine a better incentive to dump on country lanes (Letters, April 12th).
Was there no one in government or the higher reaches of the civil service who could have predicted the outcome of this piece of economic manipulation? – Yours, etc,
