Sinn Féin pay policy for TDs

Is the salary paid to Sinn Féin net or before tax? The salary quoted as paid to other TDs is gross before tax.

To have a take-home salary of €35,000 one would need to earn well in excess of the average industrial wage. The rest of their salaries is “used to employ staff or open constituency offices” . I was under the impression that one can not give more than €2,500 in any one year to a political party. What is the legality of Sinn Féin’s arrangement?
