Sir, - I have been totally absorbed by the two contributions on the above subject from Cllr David Healy. His recent evocation of Albanian law is, for him, entirely consistent and appropriate.
His argument is moving majestically, inexorably - and happily at not too fast a pace to be life-threatening - to the conclusion I anticipate breathlessly: all cars should be preceded by a man waving a red flag. - Yours, etc.,
