Sir, - The current concern about institutional care and the damage done to children who have been removed from their families is to be welcomed. This Government has demonstrated its concern to support the family by the report Strengthening Families for Life, by the Commission on the Family.

However, organisations which can provide support in the community are unable to develop due to lack of Government commitment to providing financial support. One such organisation is Homestart, which provides support for families in the community, prevents children going to care, enables mothers to cope rather than needing expensive mental health treatment. At its 10th birthday celebrations, Minister Fahy indicated his support for this service. But support must be more than words; it must involve resources. - Yours, etc., Joan Ashbrook,
